Calibration and Industrial Gases for Broadway/Glenarm Power Plant

The City of Pasadena Department of Water & Power seeks specialty and industrial gas suppliers to furnish and deliver calibration gases for daily use and linearity testing of the Certified Emissions Monitoring System (CEMS), as well as industrial gases for the Broadway and Glenarm Power Plant on an as-needed basis for the contract duration. The frequency and quantity of gas ordering will vary based on operational needs, with the City retaining the right to order more or less quantities as required.

Calibration gases must be EPA Protocol compliant with blend tolerance of +/- 5%, dual analyzed and directly traceable to the National Institute of Standards and Technology (NIST) with +/- 1% analytical accuracy per EPA Procedure G1. Gas Manufacturers Intermediate Standards (GMIS) and EPA Procedure G2 are not acceptable. Ultra-high purity nitrogen gas must be 99.999% pure with specified maximum impurities: less than 3 ppm moisture, less than 2 ppm oxygen, less than 0.5 ppm total hydrocarbons, less than 1 ppm carbon monoxide (excluding argon), and less than 1 ppm carbon dioxide.

Key dates include a Q&A deadline of May 20, 2025 at 8:00 PM and proposal submission deadline of May 29, 2025 at 9:00 PM. The procurement process follows the City of Pasadena's Materials and Supplies Competitive Bidding procedures (PMC 4.08.045) and includes federal requirements and HUD compliance provisions. Bidders must submit all required forms including Declaration of Noncollusion, technical questionnaires, and disclosure of lobbying activities.
