California's National Electric Vehicle Infrastructure Formula Program - Solicitation 4

This grant funding opportunity seeks to significantly expand Medium and Heavy-Duty (MDHD) electric vehicle charging infrastructure along specified corridors in accordance with National Electric Vehicle Infrastructure (NEVI) formula program requirements. The solicitation is designed to contribute to the development of a national charging network being built under the federal NEVI program.

Applicants must submit comprehensive applications through the Energy Commission Agreement Management System (ECAMS) portal. Required submission documents include: project narrative, budget template, letters of commitment, preliminary site plans, CEQA worksheet, NEPA Project Evaluation Screening (PES) form, utility verification form, staff resumes, contacts list, past performance references, applicant declaration, and scope of work. Letters of support are optional. Right-of-way certification documents (13-B NEVI form) are required if applicable.

Key dates include: Release Date - January 21, 2026; Pre-Application Workshop - February 4, 2026 (09:30 AM - 12:00 PM, remote access only); Questions Deadline - February 12, 2026 (5:00 PM); Application Submission Deadline - April 22, 2026 (11:59 PM).
