CCUA SCADA Control Room Refresh Project

Clay County Utility Authority (CCUA) is seeking qualified suppliers to provide a comprehensive refresh of its Supervisory Control and Data Acquisition (SCADA) system. This turnkey project encompasses hardware procurement, software licensing, professional installation services, system configuration, commissioning, and knowledge transfer training.

The hardware scope includes Cisco networking equipment (9300x and 9200 series switches), Check Point Quantum Force 3920 firewalls (qty. 2), Dell R615 servers (qty. 2), APC Netshelter server cabinet, and associated installation materials such as cables, brackets, and punchdowns. Software components include Windows Server 2025 Datacenter Edition (qty. 2), Veeam Backup and Replication, and Company Sitewire web-based reporting software with unlimited use licensing.

Services deliverables include comprehensive documentation and planning with onsite assessment, OT network documentation, Visio diagrams for fiber and logical networks, physical installation planning, firewall rule documentation, and IDMZ layout planning. Installation services encompass fiber and copper networking, electrical installation, server rack setup, component installation, and industry-standard cable and component double-labeling. Configuration services cover network, firewall, server, and controls systems setup. Commissioning includes full system integration ensuring top-down usability and functionality. Knowledge sharing and training will be provided for all access levels with tutorials and system training leveraging IDMZ access methods.

Optional services include installation and configuration of Aveva PI Historian with 2,000 tags and PI System 2,000 tags with 5-pack Datalink clients for one year. Contractors must budget for multiple site visits as required. The project must be completed without downtime to production equipment or software except where mutually planned between CCUA and the contractor. CCUA is tax-exempt under Florida Statutes Section 212. Key dates include Q&A deadline of July 25, 2025 at 4:00 PM and proposal submission deadline of August 5, 2025 at 4:00 PM.
