Cibola County Complex Generator Project – Engineering Services RFP

Cibola County is soliciting sealed proposals for professional engineering design services for the installation of a complete standby generator system at the County's main complex located at 700 E. Roosevelt Ave, Suite 50, Grants, New Mexico. The selected engineering firm will conduct a comprehensive facility assessment, perform detailed electrical load analysis to identify critical loads, recommend an appropriately sized generator system, and develop complete engineering design documents including stamped drawings, technical specifications, site plans, and one-line diagrams. The scope includes on-site evaluation of existing electrical infrastructure, assessment of service capacity and switchgear compatibility, generator placement analysis, Automatic Transfer Switch (ATS) and interconnection requirements evaluation, and guidance on environmental and building code compliance. The County intends to award a single contract for engineering and design services that will result in construction documents suitable for future installation procurement.

Key dates include a Pre-Proposal Conference on December 16, 2025 at 2:00 PM MST at the project site. Written questions must be submitted by December 29, 2025 at 4:00 PM MST. Responses to written questions will be posted by January 8, 2026 at 4:00 PM MST. All proposals must be received by January 16, 2026 at 2:00 PM MST. Proposal evaluation will begin on January 20, 2026. Finalist selection, oral presentations, and best and final offers may be required. The protest period is 15 calendar days following notice of award.

Proposals must include a completed Letter of Transmittal Form, Statement of Qualifications addressing the firm's licensing, experience, staffing, capacity, proximity to project area, New Mexico work share, past performance, and insurance compliance. A signed Campaign Contribution Disclosure Form is required regardless of contribution history. Performance and Payment Bonds equal to 100% of the total contract price must be submitted, issued by a New Mexico-licensed surety company. New Mexico/Native American Resident Preference Certificates should be included if applicable.

Evaluation will be based on specialized design and technical competence (30 points), capacity and capability (20 points), past record performance (20 points), proximity/familiarity with project area (15 points), New Mexico work share (15 points), and equitable distribution of work (10 points). Performance surety bond, Letter of Transmittal, and Campaign Contribution Disclosure Form are pass/fail requirements. New Mexico/Native American Resident Veteran Preference adds up to 10 points if applicable. A total of 110 points are available.
