City of Mesa RFP for Wholesale Energy Supply

The City of Mesa is seeking to procure firm around-the-clock energy supplies across multiple terms within Calendar Year 2026 and 2027, delivered to either Mead 230 kV or West Wing 500 kV substations. Mesa serves over 18,000 residential and commercial electricity customers within approximately 5.5 square miles, including downtown Mesa, and provides natural gas service to over 77,000 homes and businesses in Mesa and the Magma service area.

The RFP includes 12 auction lots (6 lots at Mead and 6 lots at West Wing) covering varying capacity and duration combinations: 5 MW for January 2026, 5 MW for February 2026, 5 MW for May 2026, 10 MW for October 2026, 7 MW for December 2026, and 10 MW for May 2027. All energy products are firm physical energy with liquidated damages, delivered on a 7x24 basis. The energy pricing format is fixed price in $/MWh with a Polar transaction fee of $0.25/MWh applied to all lots.

Key dates include: RFP released October 21, 2025 at 11:00 AM MST; enablement requests and notice of participation intent due October 24, 2025 by 4:00 PM MST; Polaris RFx Platform demonstration on November 4, 2025 at 10:00 AM MST; enablement activities deadline November 12, 2025 at 4:00 PM MST; opening prices posted November 13, 2025 at 10:00 AM MST; and live auction event conducted November 17, 2025 at 10:00 AM MST with award review and notification period concluding at 12:00 PM MST on the same day.

Bidding will occur through the Polaris RFx Platform using a live reverse auction format with hard-stop closes. Contracts will be documented using the Edison Electric Institute (EEI) Master Power Purchase and Sale Agreement. All bidders must either have established EEI Agreements with Mesa or have made substantial progress towards establishing such agreements prior to auction commencement. Mesa reserves the right to select any or no offers for award.
