AI overview
The City of Pasadena, through its Department of Water and Power (PWP), is issuing this RFP for one or more distributed generation renewable energy facilities (Proposed Projects). The solicitation supports Pasadena's goal of sourcing 100% of electricity from carbon-free resources by December 31, 2030, as established by City Council Resolution No. 9977, and compliance with California's Renewables Portfolio Standard (CA RPS). Proposed Projects must be located within PWP service territory, interconnect directly to PWP's electric distribution grid, and be larger than 200 kW. Eligible technologies include photovoltaic, wind, geothermal, landfill gas, and other renewable resources meeting the requirements of the California Renewable Energy Resources Program and the Renewables Portfolio Standard.
PWP is primarily seeking projects with commercial operation or delivery start dates on or before December 31, 2028, and a minimum delivery term of 10 years. Proposals with later start dates or alternative terms will be considered. The utility delivers approximately 1.1 million MWh annually to 65,000 customers and manages a peak load of about 330 MW, with import capacity of up to 280 MW. The selected developer(s) will enter into a Clean Power Partnership Agreement and an Interconnection and Metering Agreement with PWP. Submissions must include completed required forms: Disqualification Disclosure, Conflict of Interest, Declaration of Non-Collusion, Legal Status, and Federal certifications.
Key dates include a pre-proposal conference on August 21, 2026, at 2:00 PM Pacific, a Q&A deadline on September 3, 2026, and a final proposal submission deadline on October 30, 2026, at 3:00 PM Pacific. Proposals must be submitted electronically via the City's OpenGov procurement portal. All documents and attachments are available on the solicitation page. Proposers must also complete the DoIT Technical Questionnaire and submit a Relevant Experience Form and a Clean Power Partnership Term Sheet as part of their proposal package.
Evaluation criteria include project viability, experience and qualifications of the proposer, pricing and value, and compliance with all City and federal requirements. The RFP also references State of California prevailing wage requirements, federal contract provisions including FEMA clauses, and HUD requirements. The City reserves the right to negotiate exclusively with the highest-ranked proposer(s) as permitted by Pasadena Municipal Code 4.08.047.
