Clopper Road Water Main Replacement Phase 2

The Washington Suburban Sanitary Commission (WSSC Water) is soliciting sealed bids for the Clopper Road Phase II Transmission Water Main Replacement project (Contract BT7570A23) located in the Gaithersburg area of Montgomery County, Maryland. The project involves the replacement of approximately 11,125 lineal feet of water mains and related infrastructure, including 85 feet of 6 inch water house connections, 440 feet of fire hydrant leads, 410 feet of 8 inch water house connections, 450 feet of 8 inch water main, 45 feet of 10 inch water house connections, 185 feet of 10 inch water main, 240 feet of 12 inch water main, 9,160 feet of 24 inch water main, and 335 feet of additional water house connections to serve Clopper Road and nearby streets in the Gaithersburg area.

Proposals must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater prior to 2:00 pm Eastern Time on Tuesday, November 18, 2025. Late responses will not be accepted. A Questions and Answers deadline has been established for October 15, 2025 at 6:00 pm. Bidders are required to review all solicitation documents including special provisions, combined standard specifications, contractor qualifications requirements, and MBE-SLBE goals.

Contractor qualifications, insurance requirements, and bonds requirements are specified in the solicitation documents. The project must comply with MBE (Minority Business Enterprise) and SLBE (Small Local Business Enterprise) program requirements. Sealed responses should include pricing proposals, vendor questionnaires, and all required documentation as outlined in the IFB/RFP instructions.
