CMAR, SW, NW, and NE WRF Operations and Maintenance Buildings (Project No. 21047-111)

The City of St. Petersburg, Florida seeks a qualified construction management firm to provide construction management services for three Water Resources Department sites located at 3800 54th Avenue South, 7500 26th Avenue North, and 1160 62nd Avenue NE. The project anticipates new single structures at each site to meet daily and emergency operations demands and will require demolition of existing structures to accommodate improvements.

Existing buildings at the three water reclamation facilities have been in use for approximately 50 years and do not meet current operational needs. The Maintenance Buildings at the Northeast Water Reclamation Facilities (NEWRF) and Northwest Water Reclamation Facilities (NWWRF) are currently provided by rental trailers. The project addresses critical deficiencies in emergency operations capacity, as operational and maintenance staff are required to shelter in place during hurricanes and other emergency events to oversee plant operations. Existing buildings are not hurricane rated, not elevated above the flood plain or storm surge, and lack adequate facilities for staff shelter including sleeping, cooking, and personal hygiene spaces.

For daily operations, existing buildings were designed before Supervisory Control and Data Acquisition (SCADA) systems became prevalent and lack adequate space for storing and managing computer hardware required to operate the water reclamation facilities. Qualified firms must possess technical knowledge of SCADA systems, their integration, and logistics of relocating mainframes and associated components. The project will phase relocation of these systems into new operations buildings.

Key dates include Q&A deadline of July 1, 2024 at 7:00 PM EST and proposal submission deadline of July 11, 2024 at 7:00 PM EST. Firms must submit statements of qualifications and respond to vendor questionnaires as outlined in the solicitation documents.
