CNG Fueling Equipment Maintenance and Repair

The City of Tacoma Environmental Services Department, Solid Waste Management Division seeks qualified contractors to provide comprehensive maintenance and repair services for a CNG fueling facility located at 3510 South Mullen Street, Tacoma, WA 98409. The facility serves the City's solid waste management collection truck fleet with time-fill and metered fast-fill fueling capabilities.

The scope of work includes all scheduled and unscheduled maintenance, repairs, component replacements, and materials necessary to maintain continuous operation of the CNG facility. The facility consists of two Ariel compressors, one dryer, six storage tanks, two fast-fill dispensers, one fuel master, one defueling panel, 94 time-fill stations, ESD systems, and associated CNG system components. The contractor must provide a comprehensive operations and maintenance program including equipment testing, replacement, and calibration schedules. Service personnel must be factory-trained and Ariel-certified with current OSHA certifications. The contractor must maintain weekly on-site inspections, respond to emergency calls within 60 minutes and arrive on-site within four hours, provide monthly service reports with detailed fault histories, and maintain inventory of required parts including consumables and major repair items.

The initial contract term is two years with options to renew for three additional 12-month periods. The estimated contract value is $960,000. Key dates include: Posting Date of March 30, 2026; Pre-Bid Meeting on April 7, 2026 at 11:00 AM at the Solid Waste Management Recovery and Transfer Center, Cascades Conference Room, 3510 S Mullen Street, Tacoma WA 98409; Question Deadline of April 13, 2026 at 3:00 PM; City response to questions by April 17, 2026; Submittal Due Date of April 21, 2026 at 11:00 AM Pacific Time; Anticipated Award Date on or about April 24, 2026; and City Council Approval on or about May 19, 2026.

Minimum requirements include five years of experience in CNG fueling station installation, operation, and maintenance; three verifiable references of similar projects within the last five years; and factory-trained, certified personnel for equipment manufacturer work with Ariel-certified technicians and current OSHA certification. All service work must comply with Washington State prevailing wage requirements, Environmental and Sustainability Management System requirements, and applicable federal, state, and local regulations.
