ComEd Energy Efficiency Program Retro-Commissioning Offering RFQ

The ComEd Energy Efficiency Program is issuing a Request for Qualifications (RFQ) to establish a closed network of qualified engineering firms to serve as Service Providers for its Retro-Commissioning (RCx) Offering. This initiative is part of ComEd's broader portfolio of energy efficiency programs designed to help commercial and institutional customers reduce energy consumption and peak demand. Eligible facilities must be located within the ComEd service territory in northern Illinois, exceed 50,000 square feet in size, and have a peak demand greater than 100 kW. Eligible facility types include commercial office buildings, healthcare facilities, retail spaces, hospitality and lodging establishments, and public buildings.

Selected Service Providers will be compensated for conducting thorough RCx studies of qualified facilities. The primary goal of these studies is to identify and facilitate the implementation of low-cost operational measures that result in cost-effective, persistent energy savings and reduced peak demand. RCx is defined as building assessments and studies that lead to operational improvements such as scheduling equipment operation, optimizing economizer and outdoor air controls, implementing chilled water temperature resets, adjusting supply air temperatures, and similar low-cost or no-cost measures. These measures typically have short payback periods and can significantly improve building energy performance.

To be considered for inclusion in the closed network, firms must meet several eligibility criteria: demonstrated expertise in RCx with a track record of successful projects, the ability to provide samples of thorough RCx reports and calculations from recent projects, dedicated resources for business development within ComEd's service territory, and good standing with the Better Business Bureau (BBB). Interested firms must submit their expression of interest by May 28, 2026, via the dedicated online interest form at eeserviceproviders.com/rcx-network-interest. The formal RFQ document will be released to responding firms on Monday, June 1, 2026.
