ComEd Plan 7 – Market Development Initiative RFP 2027-2029

Commonwealth Edison Company (ComEd) is issuing a Request for Proposal to identify qualified Implementation Contractors to deliver energy efficiency programs for the remaining three years of Plan 7 (Program Years 2027-2029). Plan 7 is ComEd's seventh energy efficiency and demand response plan, covering the four-year period from January 1, 2026 through December 31, 2029. The plan was filed with the Illinois Commerce Commission on February 28, 2025, and includes a Stipulation Agreement for ICC approval.

The Market Development Initiative (MDI) focuses on expanding access to workforce, contractor, and supplier opportunities in energy efficiency. The MDI encompasses four key focus areas: workforce development, contractor and energy efficiency service provider support, small business support, and community-based partnerships. This RFP specifically seeks contractors to implement energy efficiency programs under the statutory framework of Section 8-103B of the Illinois Public Utilities Act, as amended by the Future Energy Jobs Act (FEJA) in 2016 and the Clean Energy Jobs Act (CEJA) in 2019.

Program Year 2026 (Year 1) has already been awarded and is currently underway. Respondents should familiarize themselves with the complete Plan 7 document and the accompanying 2026-2029 Energy Efficiency and Demand Response Plan Stipulation Agreement prior to submitting proposals. All potential respondents must understand the relevant laws pertaining to energy efficiency in Illinois and the specific requirements outlined in the detailed plan documentation.
