Commercial and Residential Water Use Efficiency Surveys & Residential Irrigation Retrofit Program

The City of Pasadena Water and Power Department seeks a qualified, experienced vendor to implement a Water Use Efficiency Survey (WUES) program and a Residential Irrigation Retrofit (RIR) program. The vendor will complete indoor and outdoor water use surveys for both commercial and residential customers, providing each with a comprehensive survey report detailing findings and water efficiency recommendations. Survey information will be provided to PWP to identify water use inefficiencies and recommend conservation measures.

The Residential Irrigation Retrofit program is offered only to single-family residential customers who have completed the water use efficiency survey and are determined to be good candidates for retrofit work. This program is funding-contingent and may not be offered annually. Vendors or sub-contractors performing RIR work must hold and maintain a valid California State Licensing Board (CSLB) C-27 Landscape Contractor License in accordance with all applicable federal, state, and local laws and regulations.

Key dates include a Q&A deadline of June 16, 2026 at 8:00 PM and a proposal submission deadline of June 30, 2026 at 8:00 PM. The RFP was released on June 8, 2026. Proposals must include relevant experience documentation, insurance requirements compliance, federal certifications, and conflict of interest disclosures. The procurement process follows the City of Pasadena's competitive selection standards (PMC 4.08.047).

Proposal submission should include the Master Services Contract, required forms (declarations of non-collusion, legal status verification, Unique Entity ID from SAM), conflict of interest disclosures, taxpayer protection amendment disclosures, DoIT technical questionnaire responses, and relevant experience forms demonstrating prior water conservation program implementation. All federal contract provisions and prevailing wage requirements apply to this engagement.
