Request for Proposals for Program Management Services for the Commercial & Industrial New Construction Program. The vendor will provide all services necessary to serve commercial customers that would not qualify for residential new construction services. Services include management of all customer contact, engineering services, and application administration and processing from start to finish for new building and major renovation projects on Cape Cod and Martha's Vineyard. The scope includes tracking and management of program budget, as well as tracking of participation and savings results for program projections and reporting. Engineering services cover determination of energy efficiency opportunities, post installation inspections, and final calculation of energy savings. The vendor must utilize a comprehensive whole-building approach to maximize energy efficiency program benefits and incentives, coordinate with natural gas program administrators, provide customer intake and outreach, perform engineering analyses, manage projects and program overall, prepare project reports and presentations, maintain project file records using the Compact's database, represent the Compact as primary customer contact, screen new leads, increase awareness of and participation in the New Construction Program through outreach to the design community, identify project prospects, perform all engineering and technical analyses required, calculate and present incentive commitments, submit administratively complete application packages, coordinate with Compact staff at key project intervals, and track and manage program budget and savings achievements with regular reporting.
