Commonwealth Edison Energy Efficiency Plan 7

ComEd is seeking qualified Implementation Contractors to support the 2026-2029 Energy Efficiency and Demand Response Plan (Plan 7) for Program Years 2027-2029. Plan 7 is ComEd's seventh energy efficiency and demand response plan covering the four-year period from January 1, 2026, through December 31, 2029. Program Year 2026 (Year 1) has already been awarded and is currently underway. This RFP reflects updates required by the Clean and Reliable Grid Affordability (CRGA) legislation, which amended the statutory requirements applicable to the remaining three years of the planning period (2027-2029).

ComEd's energy efficiency programs operate under Section 8-103B of the Public Utilities Act, which was established under the Future Energy Jobs Act (FEJA) in 2016 and updated by the Clean Energy Jobs Act (CEJA) in 2019. The CRGA legislation further amended Section 8-103B, establishing updated energy efficiency requirements beginning in 2027 and forward, including changes to savings goals, budget levels, and portfolio design parameters. Respondents must familiarize themselves with all relevant Illinois energy efficiency laws and the upcoming Revised Plan 7 filing and accompanying documents.

Invitations to participate in the RFP will be tentatively sent between March 19-24, 2026. All interested contractors must first confirm their registration in Smart GEP (the Exelon vendor portal) and ensure their company registration status is marked as APPROVED before being able to participate. Vendor profiles can take up to one week to be approved.
