Request for Proposals to solicit proposals from qualified contractors to explore feasibility considerations and complete program application materials for the Home Energy Performance-Based, Whole-House Rebates (HOMES) and High-Efficiency Electric Home Rebate Program (HEEHR) programs. Questions regarding the RFP are due by April 3, 2026 at 4:30 p.m. ChST. Complete RFP responses for proposers located within the CNMI must be received by April 10, 2026 at 10:00 a.m. ChST. For proposers located outside the CNMI, proposals must be postmarked on April 10, 2026 at 10:00 a.m. ChST and received no later than April 21, 2026.
