Communications and Design for Cleveland's Climate Action Plans

The City of Cleveland Mayor's Office of Sustainability is seeking a Design and Communications Consultant to create engaging and visually compelling plans and visual materials for the updated Climate Action Plan (CAP) and Municipal Action Plan (MAP). The consultant will build upon existing work completed since 2023, including a Regional Decarbonization Pathways Analysis, updated greenhouse gas inventories, and a Climate Risk and Vulnerability Assessment.

The scope encompasses communications and design services for both the community-wide Climate Action Plan and the Municipal Action Plan covering city operations. The CAP is organized around six focus areas: Built Environment, Circular Industry, Clean Energy, Clean Transportation, Nature-Based Solutions, and Resilient People. The MAP similarly addresses six focus areas: Built Environment, Clean Energy, Clean Transportation, Resilience and Empowerment, Resource Management, and Water and Green Space. The consultant will develop materials that are not only informative and convey actions to be taken but also cohesive, accessible, and appealing to a wide audience.

Key dates for this solicitation include a pre-proposal meeting on August 12, 2024 at 3:00 PM, a questions and answers deadline of August 14, 2024 at 9:00 PM, and a proposal submission deadline of August 23, 2024 at 9:00 PM. The project builds on previously completed planning efforts including the Circular Cleveland Roadmap, Cleveland's Clean and Equitable Energy Future, and Cleveland Comprehensive Environmental Policy Platform.

Proposals should address how the consultant will ensure the updated plans effectively communicate climate actions while incorporating principles of accessibility, visual appeal, and community engagement. The work is intended to support Cleveland's commitment to addressing climate challenges including extreme weather events, flooding, extreme heat, and building a thriving and resilient city through decarbonization and climate adaptation initiatives.
