Community-Based Biomass Power Call RFQ

The Community-Based Biomass Power Call Request for Qualifications (CBB RFQ) was a solicitation encouraging community-level power supply solutions utilizing carbon-neutral biomass fuel sources. This RFQ sought proposals from qualified developers and project sponsors interested in developing biomass-based power generation facilities to supply electricity to BC Hydro's grid.

The RFQ was issued to identify and select qualified proponents capable of developing community-based biomass power projects. Selected projects were intended to proceed toward the execution of Electricity Purchase Agreements (EPAs) with BC Hydro. The evaluation process identified six successful proposals that advanced to the EPA negotiation phase.

The solicitation included comprehensive call documentation, technical specifications, evaluation criteria, and submission requirements. Interested parties were required to submit qualifications demonstrating their technical, financial, and operational capability to develop and operate biomass power generation facilities. The process included a questions and answers period to clarify requirements and address participant inquiries.

This closed offering has been completed with the selection phase concluded in December 2010. All selected proponents and project details are documented in the outcome documentation and participant information available through BC Hydro's clean energy procurement process.
