Lakeland Electric seeks qualified construction contractors to provide personnel and equipment for installation, replacement, and maintenance of outdoor lighting systems and associated equipment. Lakeland Electric is the third largest municipal utility in Florida, serving approximately 246 square miles of Polk County with 138,923 customers and maintaining approximately 2,070 miles of distribution lines.

The City intends to award contracts to two (2) vendors under this RFP. The contract will be for an initial period of three (3) years with two (2) two-year renewal options available upon mutual agreement between both parties. Selected contractors must comply with Lakeland Electric's standard construction practices, safety requirements, and occupational health standards. Work will be performed throughout the utility's service territory in Polk County, Florida.

Key Dates: Pre-Proposal meeting scheduled for April 29, 2026 at 1:30 PM ET. Questions and Answers deadline is May 13, 2026 at 9:00 PM ET. Proposal submission deadline is May 20, 2026 at 7:30 PM ET. All submissions must be made through the procurement portal.

Contractors must submit pricing proposals using the provided bid units spreadsheet and meet all insurance, safety, and qualification requirements outlined in the RFP documents. The RFP requires submission of vendor questionnaires, safety evaluation forms, indemnification agreements, and evidence of human trafficking compliance.
