Construction Management Services

The Trinity River Water District (TRWD) is soliciting Statements of Qualifications (SOQs) from qualified firms to provide construction management services for multiple infrastructure projects. The scope encompasses management of several concurrent projects including water distribution pipeline construction and an electrical building addition.

Project scope includes: (1) TRWD Cleburne Creek Section 2 Phase 2 Pipeline project at 30% design stage; (2) TRWD Cleburne Creek Section 4 Phase 1 Pipeline project at 60% design stage; (3) TRWD Jackson Prairie Section 1-6 and Area of Operations pipeline project at 30% design stage; and (4) TRWD RC1 and CC1 Electrical Building Addition project at 90% design stage. The selected firm will be responsible for preparing a comprehensive scope of work to be negotiated with TRWD, and may recommend improvements to the preliminary scope in their project approach section.

Key dates include: Pre-Proposal Meeting on March 23, 2026 at 3:00 PM; Q&A Deadline of April 14, 2026 at 10:00 PM; and Proposal Deadline of April 21, 2026 at 7:00 PM. SOQs should not include fee estimates, pricing, or billing rate information. Technical drawings and construction schedule documentation are provided for all projects.

Prospective firms must meet minimum qualifications as outlined in the solicitation documents. The procurement process is managed by TRWD's Purchasing Department with Claire Killough serving as the procurement contact and Scott Walker as the project manager.
