Construction Manager at Risk (CMAR) for Clear Creek Water Reclamation Plant

The City of Denton, Texas is seeking a Construction Manager at Risk (CMAR) entity to provide pre-construction and construction services for the Clear Creek Water Reclamation Plant project. The CMAR will be responsible for providing material, labor, equipment, supervision, and other services required for the project. The selection will be conducted using a one-step selection process in accordance with Texas Government Code Chapter 2269, Subchapter F.

The project involves the construction of a water reclamation plant with vertical project scope. Key technical considerations include permanent power integration from the utility company (scheduled during design phase), potable water service, and general conditions management including equipment rentals, temporary facilities, and construction software subscriptions. The project charter and master plan documents contain the anticipated Cost of Work and construction duration details. The CMAR construction fee will be calculated as a percentage of the Cost of Work only, excluding General Conditions costs, insurance, and bond premiums.

General Conditions Costs include payroll for project managers, superintendents, and site management personnel; costs for offices and temporary facilities; utilities and site services; insurance and bond premiums; consultant fees; and license fees. The proposed facility will treat liquid waste with solids initially being handled at the Potter County Water Reclamation Plant (PCWRP), with future solids treatment infrastructure to be studied as part of basin growth planning.

Key deadlines include: Pre-Proposal Conference on March 10, 2026 at 1:30 PM CST (in-person at Denton Development Services Building, 401 N Elm St, Denton, TX 76201, Rooms 1 & 2, or virtual via Microsoft Teams); Question submission deadline of May 18, 2026 at 5:00 PM CST via IONWAVE only; Proposal submission deadline of May 27, 2026 at 2:00 PM CST via IONWAVE or hard copy only; and Public Opening on May 27, 2026 at 3:30 PM CST. The interceptor project is scheduled for completion by July 2029.
