Construction Materials Testing and Inspection Services

Tarrant Regional Water District (TRWD) is issuing this Request for Qualifications (RFQ) solicitation (No. 26-152) to invite Statements of Qualifications (SOQs) from qualified firms for Construction Materials Testing and Inspection Services. The services are intended to support an electrical building addition project at TRWD's facilities, as detailed in the attached specifications and drawings (Volumes I and II). The scope of work is not exhaustive; vendors may propose alternative approaches and improvements. The selected firm will collaborate with TRWD to finalize a comprehensive scope of services.

Key deadlines include the Q&A deadline on August 13, 2026, at 22:00 UTC, and the SOQ submission deadline on August 24, 2026, at 19:00 UTC. No pre-proposal conference is scheduled. Vendors must not include any pricing or fee information in their SOQ responses. Submissions are to be made through the designated procurement portal. The evaluation process will consider factors such as the firm's qualifications, relevant experience, project approach, and capacity to perform the work. The selected firm must have the necessary certifications, equipment, and personnel to perform a full range of construction materials testing, including compaction testing, concrete cylinder testing, and weld inspection.
