Continuing Contract for Boiler and Plant Outage Engineering Consulting Services (CCNA)

The City of Lakeland, through its Lakeland Electric department, is seeking qualification submittals from Heat Recovery Steam Generator (HRSG) consulting and engineering firms to provide boiler and plant outage engineering services. The selected firms will assist Lakeland Electric personnel with the preparation of material and labor specifications, HRSG and boiler tube inspections, oversight of major boiler tube replacement projects, and standard outage work.

Key scope deliverables include: preparation of comprehensive material and labor specifications for HRSG and auxiliary equipment; inspection and assessment of boiler tubes and related components; management and oversight of major boiler tube replacement projects; performance of HRSG start-up work and testing to ensure proper unit tuning and readiness for stack testing; and optimization of equipment operation at peak efficiency. Firms must demonstrate expertise in HRSG systems, boiler maintenance, and power plant outage operations.

This procurement is conducted in accordance with the State of Florida Consultant's Competitive Negotiation Act (CCNA), F.S. 287.055. The selection process will be conducted by a designated selection panel that will evaluate qualifications based on established criteria.
