Silicon Valley Clean Energy (SVCE) is seeking multiple contractors, consultants, and subject matter experts to provide technical advising services on building electrification installations and contractor engagement efforts. The Electrification Contractor Working Group (ECWG) will consist of up to 15 professionals with expertise in electrification technologies and retrofits, including those with experience in heat pump water heaters, heat pump HVAC systems, induction cooking, EV charging, solar plus battery storage, and load management technology.
The scope of work includes quarterly focus group participation on decarbonization programs and workforce initiatives. Consultants will attend scheduled quarterly virtual focus groups covering education and outreach, contractor needs, policy development, technical guidance, and research and development. Between meetings, consultants will review documents, proposals, and reports related to decarbonization programs, providing detailed feedback based on personal experience with electrification projects. The total time commitment shall not exceed 12 hours per quarter, with approximately 4 hours dedicated to focus group participation and 4 hours for post-focus group reviews and feedback provision.
Key dates include: Question deadline December 12, 2025 at 5pm Pacific Time; question responses posted December 19, 2025 at 5pm Pacific Time; proposal submission deadline January 30, 2026 at 11:59pm Pacific Time; selected proposers notified of interview times February 6, 2026 at 5pm Pacific Time; possible interviews February 9-11, 2026; decision notification anticipated February 16, 2026; contracts executed by March 2026; meetings commence March 2026. The contract term is twelve months, beginning February 1, 2026 and terminating February 1, 2027.
Desired qualifications include participation in organizations such as ASHRAE, ICC, USGBC, AHRI, or CBIA; experience working with unions or as union signatory contractors; strong knowledge of State and local building codes including National Electrical Code and California Mechanical, Electrical, Plumbing, Energy, and Green Building Codes; experience communicating with regional distributors and equipment manufacturers; and ability to meet deadlines and communicate proactively about barriers.
