CoServ Electric is seeking proposals for the supply of energy from physical resources within the ERCOT market. The RFP is requesting proposals for up to 300 MW of energy supply on an all-hours, all-year basis (ATC - Around the Clock). Respondents may propose dispatchable physical resources including baseload supply, peaking supply, or combinations thereof. The procurement is designed to secure reliable energy supply to support CoServ's customer base.
Proposals must be backed by physical resources and exclude renewables and energy storage. CoServ will consider proposals with various contract durations, with 10-20 years being preferred, though other durations may be considered based on reliability needs. Proposed offtake start dates can begin before or after January 1, 2028. Respondents may include ancillary service offerings as part of their proposals, though these are not required. Unit contingent offers and step-up proposals (increasing capacity over time, up to 300 MW) will be considered. Pricing can be structured as fixed price energy ($/MWh) for baseload products or capacity-based pricing ($/kW-month).
Key dates for this RFP include: RFP Posted on Monday, September 22, 2025; Notice of Intent Due by Monday, September 29, 2025; All Questions Due by Wednesday, October 15, 2025; All Submissions Due by Thursday, October 30, 2025; Notification of Shortlist by Monday, November 24, 2025; Finalists Notification on Friday, December 19, 2025; and Contract Negotiations scheduled for Q1, 2026.
For entities not currently enabled with CoServ through a master agreement, the enabling process will begin if the proposal advances to the shortlist phase. CoServ will consider proposals from all types of suppliers capable of providing energy from dispatchable physical resources and will evaluate all bids objectively to determine which proposals provide the greatest benefit to CoServ and its customers.
