Cosme WTP Lime Softening Byproduct (Lime Sludge) Excavating and Removal

The City of St. Petersburg (COSP) Water Resources Department is soliciting bids for the excavation, removal, and disposal of lime sludge byproduct from the Cosme Water Treatment Plant (WTP). The work includes furnishing all labor, materials, tools, and equipment necessary for complete sludge removal and off-site fill placement.

Scope of Work: The contractor shall remove up to 9,999 cubic yards (CY) of dry sludge from the treatment pond with an estimated removal rate of 400-500 CY per day. All supervision, manpower, equipment, hauling, and disposal are the contractor's responsibility. The City of St. Petersburg will obtain the excavation permit, while the contractor is responsible for all other permits including hauling permits and compliance with the Florida Trench Safety Act.

Submission and Bonding Requirements: Bidders must submit a complete bid bond and public construction bond as outlined in the special terms and conditions. Proposals must include detailed cost proposals and demonstrate compliance with all applicable permits and safety regulations. Detailed pond drawings, permit documentation, lime safety data sheets, and guidance for land application of drinking water sludge are provided in the attachments.
