The Redwood Coast Energy Authority (RCEA) is soliciting proposals from well-qualified firms to provide technical consulting services to inform RCEA's Cost of Service and Rate Design. RCEA is seeking a firm that has experience working with California energy markets and CCA business models that can assist, advise, and train RCEA during its periodic rate design and setting process. The selected firm will be expected to: (1) be well versed in implementing and analyzing cost of service-based electric retail rates, with a particular focus on public power entities; (2) help RCEA remain knowledgeable about industry standards, best practices, and innovative rate setting ideas; and (3) build and advise about maintaining comprehensive cost of service and rate design models as well as other data sources and tools that are integrated into that model. The work will be conducted in two phases: Phase 1 for Cost of Service Analysis, Design and Impact, and Phase 2 for Implementation. The scope includes conducting a cost of service analysis, developing rate design options, analyzing impacts, and creating an implementation plan with appropriate customer education materials.
