Critical Power and Associated Control Systems Parts and Service

Clay County Utility Authority (CCUA) has issued a Notice of Intent to Award a Sole Source Procurement for Critical Power and Associated Control Systems Parts and Service. The procurement is intended to be awarded to Russelectric, A Siemens Business, as the original equipment manufacturer (OEM) of Russelectric critical power systems, including paralleling switchgear, automatic transfer switches (ATS), and associated control systems. As the sole authorized provider of factory-certified service, engineering support, OEM replacement parts, software and control system updates, lifecycle maintenance, preventative maintenance, repair services, technical support, engineering modifications, and field testing, Russelectric is the exclusive source for these products and services.

This notice is issued in accordance with CCUA's Procurement Policy 7.7 and Florida Statute 287.057(3)(c). Any responses received in reference to this Notice of Intent to Sole Source will be considered solely for the purpose of determining whether a competitive procurement is possible. Responses will not be treated as proposals, bids, or quotes. The solicitation number is SS-2025/2026-A11, and the deadline for responses is August 5, 2026, at 21:00:00 UTC.

The scope of the contract includes all OEM-certified parts, services, and support necessary to maintain and operate the critical power systems at CCUA's facilities in Middleburg, Florida. CCUA is a water and wastewater utility, and these systems are essential for ensuring reliable power to critical infrastructure, such as pumping stations and treatment plants. The contract will cover lifecycle maintenance, preventative maintenance, technical support, and engineering modifications, all performed by Russelectric-authorized personnel.
