Delta Energy Park Clean Energy

The Board of Water and Light (BWL) is requesting proposals for the furnishing of clean energy to support the Delta Energy Park facility. This Request for Proposal (RFP) seeks sealed proposals that outline comprehensive approaches to clean energy provision, including generation, procurement, and operational frameworks.

Proposals must be submitted through the IonWave platform and must be in full accordance with the enclosed Scope of Work. Submissions received via email will not be accepted. The RFP includes detailed exhibits covering Power Purchase Agreements (Exhibit B), Tolling Agreements (Exhibit C), and Engineering, Procurement, and Construction (EPC) Agreements (Exhibit D). Bidders are required to complete the Offer Form (Exhibit A) with their specific proposals.

Key dates include a Mandatory Virtual Pre-Bid Meeting scheduled for July 1, 2026 at 10:00 AM (ET) via Microsoft Teams. The question cutoff date is July 13, 2026 at 2:00 PM (ET), allowing bidders to submit inquiries prior to proposal submission. The sealed proposal submission deadline is August 3, 2026 at 5:00 PM (ET).

Bidders must comply with all regulatory requirements, including the Iran Economic Sanctions Act compliance affidavit. The BWL reserves the right to reject any or all proposals, waive irregularities or technicalities, and accept proposals in whole or in part based on what it deems to be in its best interest. The evaluation methodology is at the discretion of the BWL and is not limited to any specific factors or methods.
