Design for Cleveland-Elyria MSA Comprehensive Climate Action Plan

The City of Cleveland Mayor's Office of Sustainability seeks a Design and Communications Consultant to develop engaging visual materials and design for the Comprehensive Climate Action Plan (CCAP) covering the entire Cleveland-Elyria Metropolitan Statistical Area (MSA). This project builds upon the Priority Climate Action Plan (PCAP) delivered in March 2024 and must meet EPA requirements by December 1, 2025.

The CCAP must include a greenhouse gas (GHG) inventory, emissions projections, GHG reduction targets, quantified reduction measures, benefits analysis for the full geographic scope and disadvantaged communities, authority review, federal funding leverage strategy, and workforce planning analysis. The Cleveland-Elyria MSA recently voted to cut emissions 49% by 2030 and achieve net zero emissions by 2050. The consultant will ensure the final plan is information-rich, visually compelling, cohesive, accessible, and appealing to a wide audience, building on existing planning efforts including the Cleveland Climate Action Plan, Cleveland Municipal Action Plan, and related regional decarbonization frameworks.

Key project dates include a pre-proposal meeting on May 27, 2025 at 14:00, question and answer deadline on May 28, 2025 at 21:00, and proposal submission deadline on June 6, 2025 at 21:00. The project is executed in partnership with the Cleveland Regional Decarbonization Framework research team from Case Western Reserve University, Cleveland State University, and Kent State University, along with NOACA and Cuyahoga County.

Proposal submission must follow the Request for Professional Services template format, with required attachments including a Vendor Entry Form, W-9, non-compliance certification, and other compliance documentation. Late proposals will not be accepted.
