Diesel Oxidation Catalyst Replacement for Winston Peaking Station Units

The City of Lakeland, Department of Electric Utilities, is soliciting competitive proposals for the design, manufacture, and delivery of twenty (20) Diesel Oxidation Catalyst (DOC) assemblies for the Winston Generating Station located in Lakeland, Florida. The Winston Generating Station operates twenty (20) stationary diesel-fueled emergency and peaking engines equipped with catalytic converter/silencer housings. The existing DOC assemblies have reached the end of their effective service life and require replacement to maintain compliance with applicable NESHAP RICE carbon monoxide (CO) emission requirements.

The procurement seeks direct-replacement DOC assemblies that are compatible with existing equipment, meet defined performance and pressure drop requirements, and provide reliable long-term operation under intermittent duty cycles. The selected vendor shall supply compliant equipment, comprehensive documentation, performance guarantees, and technical support as specified. Installation will be performed by the Owner; however, the vendor is responsible for ensuring equipment meets all technical specifications and regulatory requirements. This solicitation is intended to result in a firm, fixed-price contract award for DOC assembly supply and delivery.

Key dates include a Q&A deadline of March 25, 2026 at 9:00 PM and a proposal submission deadline of April 9, 2026 at 8:30 PM. Technical specifications, engine design data, general plant pictures, and detailed drawings are provided in the attachments. Vendors must complete all required forms including indemnification agreements, contractor safety evaluation forms, human trafficking affidavits, and pricing proposals as outlined in the solicitation.
