Distribution Transformers

The City of Anaheim Public Utilities Department (APU) is issuing a Request for Proposal to establish partnerships with qualified firms that provide overhead, underground, and three-phase pad mount power distribution transformers. APU serves approximately 360,000 residents and 15,000 businesses in Anaheim. Respondents must meet minimum qualifications, terms, and conditions outlined in the RFP and comply with the Scope of Work and Specifications. The City anticipates awarding the resulting solicitation through purchase orders for estimated quantities provided for planning purposes only; these quantities do not represent a commitment to purchase any minimum or maximum amount. The City reserves the right to negotiate and enter into broader contractual arrangements with selected vendors should operational needs or other circumstances require, which may include multi-year supply agreements, expanded product scope, or additional terms and conditions.

Key dates for this solicitation include a Q&A deadline of October 16, 2025 at 9:00 PM and a proposal submission deadline of October 30, 2025 at 2:00 PM. After selecting a successful respondent, the City will negotiate an agreement that substantially conforms to the requirements in the attached Model Contract (Attachment A). The resulting contract will take effect upon execution by both parties.

The RFP includes four technical specification attachments addressing overhead transformers (Attachment C), underground transformers (Attachment B), three-phase pad mount transformers (Attachment D), and the Model Contract (Attachment A). The City may make awards to multiple respondents if deemed in the best interest of the City. Proposals must be submitted in accordance with all submission requirements and inquiries should be directed to the procurement contact during the designated Q&A period.
