District of Columbia SOS RFP

Potomac Electric Power Company (PEPCO) is issuing a Request for Proposals (RFP) to solicit bids from suppliers interested in providing Standard Offer Service (SOS) to retail customers in the District of Columbia. This procurement process is conducted under the retail choice program that began January 1, 2001, allowing retail customers to select their electricity provider from licensed suppliers.

The RFP is for full-requirements wholesale supply service to meet PEPCO's SOS retail load obligation for customer classes and terms specified in Section 2.2 (Product Definition). This represents the twenty-second year of competitive bidding, with some contracts from the twenty-first bidding cycle scheduled to expire on May 31, 2026. Successful bidders will be required to execute a Wholesale Full Requirements Service Agreement (WFRSA) with PEPCO.

The procurement process and solicitation documents are governed by multiple Public Service Commission of the District of Columbia Orders, including Order Nos. 13118 (March 1, 2004), 13115, 13225, 15313, 17863, and most recently Order No. 22718, which modified the RFP and WFRSA documents for this twenty-second year of bidding. The Commission adopted a wholesale procurement model whereby PEPCO acquires full requirements service to meet SOS load through competitive bidding. Suppliers selected through this process will provide electricity to customers who cannot or choose not to select an alternative electricity supplier.
