District of Columbia Standard Offer Service (SOS) RFP

The District of Columbia Public Service Commission has issued a Request for Proposals for the twenty-second year of bidding to solicit proposals from suppliers interested in providing Standard Offer Service (SOS) to PEPCO (Potomac Electric Power Company) for retail customers in the District of Columbia. This RFP seeks full-requirements wholesale supply service to meet the needs of PEPCO's SOS retail load obligation. The SOS is available for retail customers who: (1) contract for electricity with an electricity supplier but fail to receive delivery; (2) cannot arrange to purchase electricity from an alternative electricity supplier; or (3) do not choose an alternative electricity supplier or choose to receive SOS from PEPCO. Some awarded contracts from the twenty-first bidding process are scheduled to expire on May 31, 2026 and must be replaced through this twenty-second year of bidding. Successful bidders will be required to execute a Wholesale Full Requirements Service Agreement (WFRSA). The procurement process and solicitation documents are governed by Commission Orders Nos. 13115, 13225, 15313, 17863, and 22718.
