Don Benito Reservoir Replacement Engineering Services

The City of Pasadena's Water and Power Department (PWP) seeks qualified engineering firms to provide comprehensive services for the Don Benito Reservoir Replacement Project. The project involves final design, bid assistance, and engineering services during construction for a new 1.3-million-gallon pre-stressed concrete reservoir located at 3671 Ranch Top Road, Pasadena, California 91107. This replacement is necessitated by the destruction of two existing steel tanks during the 2025 Eaton Fire. The engineering scope includes preparation of plans and specifications for the new reservoir, site improvements, yard piping, tank accessories, disinfection and mixing systems, electrical systems, instrumentation and controls, and a solar photovoltaic system.

The selected engineering firm must demonstrate commitment to an expedited but reasonable schedule with strict adherence to delivery milestones, as the Don Benito Reservoir replacement is a high-priority project for PWP. The reservoir serves the Don Benito and Don Benito Reduced Pressure Zones, making the project critical to water service continuity. PWP intends to defer detailed tank structure design to the construction phase based on performance criteria established by the engineering firm to accelerate the design timeline.

Proposals will be evaluated based on five primary criteria: project understanding and approach, scope of work and reasonableness of project schedule, qualifications of key personnel and relevant experience, overall clarity and presentation of the proposal with RFP compliance, and the fee for the proposed scope of work. Key dates include a Questions and Answers deadline of May 6, 2026, at 9:00 PM Pacific Time, and the final proposal submission deadline of May 19, 2026, at 9:00 PM Pacific Time.

A concept design report and technical memorandum dated March 16, 2026, have been prepared and provide the technical framework for the final design phase. Proposals must include all required federal certifications, conflict of interest disclosures, prevailing wage compliance documentation, and other mandatory forms as specified in the RFP attachments.
