E2290300 Quartz Creek to Sterling T-Line Rebuild Phase 2

Chugach Electric Association, Inc. invites bids for Work Order E2290300, a transmission line rebuild project located near Sterling, Alaska. This project involves the reconstruction of approximately 18.5 miles of the Quartz Creek to Sterling 115kV transmission line (Project 2 of 3) from Structure 12-7 to Structure 31-3. The existing line, originally built with wood H-frame tangents and guyed wood 3-pole angle structures insulated to 115kV, is being upgraded to 230kV standards with new conductor and infrastructure.

The rebuilt line will feature steel H-frame structures with direct embed foundations for tangent structures and driven pipe pile or drilled concrete pier foundations in soft peat bog areas. All angle structures will be self-supporting steel poles. The new configuration will utilize 795 kcmil ACSR "Drake" conductor with 230kV insulation. Overhead optical ground wire (OPGW) fiber optic cable will be installed in the shield wire position on one side of each structure, with 7/16" EHS overhead ground wire (OHGW) on the other side. OPGW fiber will be terminated at Structures 12-7 and 31-3. All new structures will be insulated to 230kV standards.

The project is subject to union signatory requirements with IBEW Local 1547. Contractors may bid regardless of current union status; however, the successful bidder must comply with signatory requirements by either holding a current collective bargaining agreement with IBEW Local 1547, executing a new agreement with the union, or executing a limited scope project agreement compliant with the Alaska Chapter NECA agreement. Work must commence within 30 calendar days of Notice to Proceed with a completion date of June 30, 2027. Liquidated damages of $15,000 per outage day apply for any outages exceeding 80 total project outage days.

Bidders must submit proposals including a 10% Bid Bond (or certified check), detailed MS Project work plan and schedule, company organizational chart with key personnel resumes, addenda acknowledgement, bid sheet, bid schedule in PDF and Excel formats, subcontractor list with service descriptions, and a list of assumptions, exceptions, and qualifications. A pre-bid conference and site visit is scheduled for June 4, 2026 at 10:00 AM Alaska Time at Chugach's Headquarters Building in Anchorage, with electronic web-based access available. Bid questions must be submitted by June 11, 2026 at 12:00 PM Alaska Time, with Chugach responses due by June 18, 2026 at 5:00 PM Alaska Time. Bids remain valid until September 7, 2026 at 5:00 PM Alaska Time.
