El Mirador Infrastructure Improvement Project

The City of Pasadena Water & Power Department seeks a qualified contractor to perform overhead and underground distribution infrastructure improvements to the power distribution system. The scope includes upgrading distribution system overhead and underground facilities to support the expansion of the City-owned Fiber Network for network connection with a nearby radio tower. The project involves work on the Transmission and Distribution (T&D) system, which operates at either 4,160 Volts (4kV) or 17,200 Volts (17kV) and serves more than 65,000 customers. Work will include installation, modification, and coordination of utility poles, high and low voltage cables, transformers, switches, and dynamic protective devices.

Key dates and milestones include a Q&A deadline of March 9, 2023 at 6:00 PM, a pre-proposal meeting scheduled for March 30, 2023 at 6:30 PM, and a proposal submission deadline of April 18, 2023 at 6:00 PM. Contractors are required to coordinate all activities with the City's Representative regarding ongoing operations on the sites and access requirements.

This is a competitive sealed bid project under the City of Pasadena's Labor & Materials contract template (PMC 4.08.045). Contractors must demonstrate relevant experience and comply with all federal, state, and local requirements including insurance, bonding, and certification requirements. Subcontractor listings, material and labor bonds, faithful performance bonds, and declarations of non-collusion are required as part of the proposal submission.
