AI overview

The City of Banning is seeking a qualified entity or individual to develop an Electric Master Plan for its municipal electric utility. The City owns and operates its own electric utility, originally established in 1913 as a private utility and purchased by the City in 1922. The utility currently serves approximately 147 miles of overhead and underground distribution lines at 7,200/12,470 volts across six substations with a combined capacity of 110 MW. The energy resource base includes portions of nuclear, geothermal, solar, landfill gas-to-energy, and hydro generating plants providing the majority of electricity to meet summer peak demand of 51 MW. The utility achieved 81 percent renewable energy in 2022, already exceeding the State's 2030 RPS mandate of 60 percent.

The electric system utilizes Southern California Edison Company's sub-transmission system to bring power from the California Independent System Operator (CAISO) controlled high voltage transmission grid to Banning Substation. The utility owns three 34.5kV sub-transmission circuits totaling approximately eighteen miles feeding six distribution substations: 22nd Street (15 MW), Midway (15 MW), San Gorgonio (20 MW), Sunset (25 MW), Ivy (25 MW), and Stagecoach (10 MW). Underground lines comprise approximately 63 miles or 43 percent of total distribution. The City is a member of the Southern California Public Power Authority (SCPPA) and is committed to advancing clean energy and additional renewable energy resources.

The City anticipates selecting one firm to perform the master planning services. Proposals must demonstrate proven ability to perform the identified tasks. A Professional Services Agreement Template with Prevailing Wage requirements is provided. The RFP includes vendor questionnaire requirements, pricing proposals, and detailed submission instructions and evaluation criteria.
