Electric System Inventory

The City of Bartow, a municipal electric utility serving over 13,600 retail electric accounts across a 115-square-mile area in Bartow and portions of Polk County, Florida, seeks qualified companies to conduct a comprehensive system-wide audit of its electric distribution infrastructure. The project aims to update the City's Geographic Information System (GIS) database and OpenGov Enterprise Management system (Cartegraph) with detailed and accurate asset information.

The scope of work includes collection of detailed phasing, attribute, and high-accuracy GPS location data for all electric system assets. Assets to be inventoried include poles, pad-mounted equipment, meters, and other distribution facilities such as stub poles, streetlight and yard light poles (including size, type, style, and billing status), overhead and underground transformers, risers, capacitors, regulators, reclosers, trip savers, fuses, arrestors, and termination cabinets. Phase information must be recorded system-wide with key locations specifically labeled. High-accuracy GPS coordinates are required for each structure and service point, with detailed attribute data requirements specified in Attachment A.

The City expects proposing companies to develop efficient, cost-effective methods to minimize project duration, expenses, and database downtime during data extraction and system updates. Proposals must address proposed methodologies, timeline, resource allocation, and pricing. Key project dates include a Q&A deadline of May 12, 2026 at 8:00 PM EDT and a proposal submission deadline of May 20, 2026 at 6:00 PM EDT.
