Electrification Reach Codes RFP

West Light Energy (WLE) is issuing this Request for Proposals (RFP) to solicit qualified consultants or firms to support the development and implementation of electrification reach codes. The selected contractor will provide technical, policy, and analytical services to help WLE and its member communities adopt building and vehicle electrification reach codes that exceed state minimum requirements. The scope includes conducting feasibility studies, cost-effectiveness analyses, and environmental impact assessments; drafting code language; engaging with stakeholders such as city councils, planning departments, and community groups; and developing compliance pathways and enforcement mechanisms. The contractor will also monitor state legislative and regulatory developments to ensure codes remain aligned with California's evolving energy and climate goals.

Key deliverables include a comprehensive reach code toolkit, model ordinance templates, community-specific implementation plans, and public-facing educational materials. The project will involve coordination with multiple local jurisdictions across WLE's service territory, which spans portions of Los Angeles and Ventura counties. The contract term is anticipated to run for an initial period of 12 months with options to extend. The RFP was released on March 6, 2026, and all proposals must be submitted by the deadline specified in the full RFP document. Eligible respondents must demonstrate proven experience in building electrification policy, energy code development, and community engagement. Preference will be given to firms with prior work on California's Title 24 energy codes, local reach code adoption processes, and familiarity with disadvantaged community considerations. Submissions must include a technical proposal, staffing plan, work timeline, and detailed budget. Evaluation will be based on qualifications (40%), approach and methodology (30%), past performance (20%), and cost reasonableness (10%). West Light Energy reserves the right to award multiple contracts or negotiate with a single offeror.

Success in this engagement could position the contractor for follow-on work as additional communities adopt reach codes and as California advances its 2035 zero-emission vehicle and 2045 carbon neutrality targets.
