Emergency Storm Recovery Services

Lakeland Electric seeks qualified vendors to provide emergency storm restoration services following severe weather events. The scope includes provision of Damage Assessment Teams, line crews, tree crews, and supervision staff with appropriate equipment to assist in restoring electric service to utility customers. The specific number and type of crews or services will be determined in writing by the Manager of Energy Delivery Operations at the time of need, with crew type specifications included in each individual request.

This is an on-call contract for emergency response purposes. Vendors must be capable of mobilizing crews quickly to support storm restoration operations. The contract will address insurance and safety requirements, with vendors required to comply with comprehensive safety and occupational health specifications. Vendors must complete a Vendor Questionnaire and submit a Pricing Proposal as part of their response.

Key deadlines include a Q&A deadline of April 25, 2024 at 21:00 (9:00 PM) for questions regarding the RFP. The proposal submission deadline is May 2, 2024 at 18:00 (6:00 PM). All submissions must be made through the procurement portal. Vendors are evaluated based on selection criteria outlined in the RFP, which emphasizes safety performance, experience with similar work, crew capabilities, equipment availability, and pricing competitiveness.

The contract requires vendors to maintain appropriate insurance coverage and comply with all applicable safety regulations. Indemnification requirements apply to contractors, consultants, and vendors. A Contractor Safety Evaluation Form and PSM Contractor Annual Audit Form must be completed as part of the vendor qualification process.
