Bidders must demonstrate 75% or greater site control or enforceable contracts to obtain such control through the contract delivery term or expected useful life. BESS resources must be AC coupled with minimum four-hour discharge capability and 24/7 charging and discharging capability. Bidders must submit completed Proposal Packages through PowerAdvocate including proposal submission agreements, completed templates, redlines of applicable model agreements or term sheets, due diligence questionnaires, financial statements, site control documentation, and supplier information. A $10,000 proposal submission fee is required per proposal, with incremental $1,000 fees for optional BESS proposals or alternative settlement point proposals.
