EML Renewables and Storage RFP 2026

Entergy Mississippi, LLC (EML), acting through Entergy Services, LLC (ESL), seeks to procure 250 MW AC of energy, capacity, capacity-related benefits, and environmental attributes from eligible new-build renewable generation resources and battery energy storage systems (BESS) for service commencing by December 31, 2030. The solicitation accepts three primary transaction types: Power Purchase Agreements (PPAs) for Solar PV and Wind resources, Electric Storage Agreements (ESAs) for BESS resources, and Build-Own-Transfer (BOT) asset acquisitions for Solar PV, Wind, and BESS resources. EML reserves the right to submit self-build options for Solar PV and BESS projects.

All proposed facilities must be located in MISO LRZ 10 in MISO South and interconnected directly to the MISO transmission system. Resources must have either an executed Generator Interconnection Agreement (GIA) with MISO or be included in the 2023 MISO Definitive Planning Phase (DPP) Queue or earlier. Minimum guaranteed capacity per proposal is 50 MW AC, with maximum capacity of 250 MW AC. Proposed facilities must achieve Commercial Operation or Substantial Completion by December 31, 2030. For PPA and ESA transactions, delivery terms must be between 10 and 20 consecutive years, with EML preferring 15-year or shorter terms.

Key dates include: RFP Issuance on March 26, 2026; Bidders Conference on April 8, 2026; Bidder Registration Period from 8:00 a.m. CPT on April 15, 2026 through 5:00 p.m. CPT on April 21, 2026; Proposal Submission Fee Payment Deadline of 5:00 p.m. CPT on May 7, 2026; Self-Build Option Proposal Submission Period from 8:00 a.m. CPT on May 26, 2026 through 5:00 p.m. CPT on June 1, 2026; and All Other Proposals Submission Period from 8:00 a.m. CPT on June 2, 2026 through 5:00 p.m. CPT on June 8, 2026. Selection notifications are expected in October 2026, with due diligence and negotiations beginning in October 2026, secondary selection list release in January 2027, definitive agreements executed by July 2027, and regulatory approval process completion by August 2028.

Bidders must demonstrate 75% or greater site control or enforceable contracts to obtain such control through the contract delivery term or expected useful life. BESS resources must be AC coupled with minimum four-hour discharge capability and 24/7 charging and discharging capability. Bidders must submit completed Proposal Packages through PowerAdvocate including proposal submission agreements, completed templates, redlines of applicable model agreements or term sheets, due diligence questionnaires, financial statements, site control documentation, and supplier information. A $10,000 proposal submission fee is required per proposal, with incremental $1,000 fees for optional BESS proposals or alternative settlement point proposals.
