Energy and Water Efficiency Residential Programs and Direct Install Services

The City of Anaheim Public Utilities Department (APU) seeks proposals for comprehensive Energy and Water Efficiency Residential Programs and Direct Install Services. The scope encompasses program administration of residential energy and water efficiency assessments with a secure cloud-based software solution for program tracking, direct installation and distribution of energy and water efficiency products, and direct installation of dusk-to-dawn lighting fixtures for income-qualified residents.

The existing Home Utility Check-Up program provides over 400 residents annually with no-cost home assessments of energy and water usage. Residents receive complementary energy and water efficiency measures and detailed reports summarizing electricity and water usage analysis, identifying causes of high consumption such as water leaks and demand-spike-causing electrical devices, and providing recommendations to improve home efficiency and reduce utility bills.

The Dusk-to-Dawn Lighting program serves over 400 income-qualified customers per year through no-cost direct installation of exterior security lights, supporting community safety and energy efficiency goals.

Key dates include: Q&A Deadline on July 15, 2025; Proposal Submission Deadline on August 9, 2025. Respondents must meet minimum qualifications and submit proposals addressing all required services. The successful contractor will provide ongoing program administration, direct installation services, and miscellaneous tasks as directed by APU.
