Energy Efficiency Products and Mailing Service

The City of Anaheim Public Utilities Department (APU) seeks proposals from qualified respondents to provide energy conservation products and direct mailing services. APU operates a new resident welcome program that mails complimentary "Welcome Kits" to new households in Anaheim. These kits include informational brochures introducing residents to City services, along with energy-saving products designed to encourage adoption of sustainable habits. The selected respondent(s) will be responsible for supplying a variety of energy conservation products and providing comprehensive direct mailing services including addressing, collating, packaging, sorting, and delivery.

This solicitation follows the APU Professional Services RFP template under Council Policy 4.1. Respondents must meet minimum qualifications and will be evaluated based on established selection criteria. The proposal process includes defined milestones for questions and answers, with a Q&A deadline of July 19, 2025, and a final proposal submission deadline of August 1, 2025 at midnight.

The scope includes supplying energy conservation products, managing all mailing operations, and ensuring timely delivery of welcome kits to new residents. A pro forma Professional Services Agreement is provided as the contract template for the selected respondent.
