Energy Efficiency Products and Services RFP

The Southern California Public Power Authority (SCPPA) is soliciting competitive proposals for e-Commerce Marketplace services and related energy efficiency products on behalf of its Member Utilities. The solicitation seeks proposals for multiple service categories including eCommerce Marketplace Programs for residential energy efficiency products, eCommerce Marketplace Programs for commercial energy efficiency products, Energy Efficiency Kit Programs (direct door-to-door distribution or delivery by carrier), and Point of Sale Instant Rebate Programs for approved energy efficiency equipment and measures.

SCPPA is a joint powers authority comprised of eleven cities and one irrigation district in Southern California, including the municipal utilities of Anaheim, Azusa, Banning, Burbank, Cerritos, Colton, Glendale, Los Angeles, Pasadena, Riverside, and Vernon, plus the Imperial Irrigation District. SCPPA seeks to ensure that services and products currently under existing agreements are cost-effective in today's changing markets. The services and work products would be ordered and approved directly by SCPPA and/or applicable Members, with billing administered through SCPPA.

Key dates for this solicitation include an issuance date of December 7, 2020, with inquiries due by 4:00 PM PST on December 11, 2020, and proposal responses due by 4:00 PM PST on December 22, 2020. The review of responses, interviews if necessary, and selection of respondent(s) will occur in January-February 2021. All questions should be submitted electronically to EfficiencyServicesandProductsRFP@scppa.org, and substantive answers will be posted to http://scppa.org/page/RFPs-Programs by December 15, 2020.

Proposals must include comprehensive information addressing all Areas of Interest, with detailed descriptions of project approaches, how proposals meet RFP objectives, firm experience, organizational structure, management qualifications, key employee information, pricing details, and references from the last five years. Respondents should be prepared to provide fee breakdowns, overhead and fringe benefit cost details, and demonstrate their ability to manage and supervise work. Responses may be supplemented with additional services or products deemed valuable by respondents.
