Energy Management System (EMS), Supervisory Control and Data Acquisition System (SCADA), & Outage Management System

The Board of Water and Light (BWL) is seeking sealed proposals for the furnishing and implementation of an integrated Energy Management System (EMS), Supervisory Control and Data Acquisition System (SCADA), and Outage Management System (OMS). Proposals must be submitted in full accordance with the enclosed Scope of Work and must comply with all technical specifications and requirements outlined in the Request for Proposal documentation.

Proposals must be submitted through the IonWave platform. Proposals received via email will not be accepted. The submission deadline is June 1, 2026 at 2:00:00 PM (ET), with a question cut-off date of May 22, 2026 at 2:00:00 PM (ET). The RFP was issued on April 17, 2026 at 4:00:03 PM (ET).

Bidders must provide responses using the Proponent Response Template and include pricing information on the RFP Pricing Sheet. All proposals must include a completed Iran Economic Sanctions Act Affidavit of Compliance. Bidders are required to review and acknowledge the Master Services Agreement, Terms and Conditions for Services, Terms and Conditions for Material Purchases, and Terms and Conditions for Software Purchase.

The BWL reserves the right to reject any or all proposals, waive irregularities or technicalities in any proposal, and accept any proposal in whole or in part at its sole discretion.
