Energy Optimization Programs

The Board of Water and Light (BWL) is soliciting sealed proposals for the furnishing of Energy Optimization Programs. This Request for Proposal (RFP) seeks qualified vendors to develop and implement comprehensive energy optimization initiatives aligned with BWL's Energy Optimization Plan 2026-2029. Proposals must be submitted in full accordance with the enclosed Scope of Work and must be submitted through the IonWave platform. Proposals received via email will not be accepted.

Key dates for this solicitation include a Question Cut Off Date of May 8, 2026 at 2:00:00 PM (ET), allowing bidders to submit inquiries regarding the RFP requirements. The proposal submission deadline is June 30, 2026 at 2:00:00 PM (ET). All submissions must comply with the detailed instructions provided in the Instruction to Bidders document and the comprehensive Scope of Work document.

Bidders must provide responses addressing all requirements outlined in the Energy Optimization Plan 2026-2029, which covers the period from 2026 through 2029. Submissions must include compliance with the Terms and Conditions for Services and demonstrate adherence to the Iran Economic Sanctions Act requirements as documented in the required affidavit form.

The BWL reserves the right to reject any or all proposals, waive irregularities or technicalities in any proposal, and accept any proposal in whole or in part, which in the opinion of the BWL, is in its best interest. The BWL does not limit the methods or factors to be used for evaluation of submissions.
