East Bay Community Energy (EBCE) is soliciting competitive proposals for power purchase agreements from qualified third party developers to install, own, operate and maintain solar photovoltaic and solar + battery energy storage systems. The RFO is structured in two stages with specific deadlines for each stage. Respondents must submit a Notice of Intent to Offer (Attachment A) to gain access to the Preliminary Engineering Package (Attachment H). The solicitation includes requirements for participation agreements, preliminary offer forms with net present value and cash flow templates, detailed offer requirements, preliminary engineering packages, solar-plus-storage developer agreements, and customer data sharing NDAs.
