Energy Transaction Management Services

Pasadena Water and Power (PWP), a department of the City of Pasadena, is soliciting competitive proposals for comprehensive energy scheduling and trading-related services. The scope includes energy scheduling, trading services, credit management, risk management, contract management, CAISO settlements, and counterparty check-out services. PWP indicates it may only be interested in a subset of these services and requests that proposers provide respective pricing for each service individually. Multiple contracts may be awarded for individual services.

PWP operates as a municipal utility delivering approximately 1.1 million megawatt-hours (MWh) of energy annually to 65,000 retail customers with a historical peak load of about 320 Megawatts (MW). The utility maintains a diversified portfolio of generating resources including gas-fired, large and small hydro, coal, nuclear, solar, wind, geothermal, and landfill gas facilities. PWP owns the gas-fired units at the Glenarm Power Plant, holds a share of the Magnolia gas-fired unit in Burbank through the Southern California Public Power Authority (SCPPA), and owns the Azusa Hydroelectric Plant. The utility also holds transmission line ownership and contract rights, operating as a Participating Transmission Owner (PTO) with the California Independent System Operator (CAISO) since 2004. PWP has committed to accelerating its shift toward carbon-free and renewable resources, with Renewable Portfolio Standard (RPS) targets and greenhouse gas (GHG) reduction targets exceeding state mandates as outlined in the 2018 Integrated Resource Plan (IRP) and 2021 IRP Update.

Key dates for this solicitation include: Q&A Deadline on February 15, 2024 at 10:00 PM PT and Proposal Deadline on March 7, 2024 at 10:00 PM PT. All service contracts will be utilized directly by PWP to serve the utility's operational needs, with administration, service ordering, approval, and management conducted by the department. Proposers must submit comprehensive responses addressing all required forms, technical questionnaires, conflict of interest disclosures, and pricing documentation as specified in the RFP package.
