Engineering Services for the Power Plant

The City of Pasadena Water and Power Department seeks professional engineering services on an as-needed basis to support the plant engineering section in ensuring reliable operation of power generating units. Services will cover civil, structural, mechanical, electrical, instrumentation, and chemical engineering disciplines to support both capital improvement projects and ongoing operation and maintenance activities at thermal and hydroelectric facilities.

The scope encompasses support for Pasadena's Glenarm Power Plant (located at 85 East State Street, Pasadena, California), which consists of four simple cycle gas turbines (GT-1 and GT-2 rated 26 MW each, GT-3 and GT-4 rated 47 MW each) and one combined cycle unit (GT-5 rated 68 MW total capacity). Additional services may be required at the Broadway Power Plant (retired steam units B1, B2, B3) and the Azusa Hydroelectric Plant (one 3 MW unit). Services will be performed on an as-needed basis to supplement the internal engineering staff consisting of one principal mechanical engineer, one electrical engineer (currently vacant), one assistant/associate engineer, and one civil/environmental engineer.

Key Dates: Questions and answers deadline is December 1, 2025 at 11:00 PM. Proposal submission deadline is December 15, 2025 at 10:00 PM. The contract will be structured as a master services agreement with a 9/80 work schedule (9 hours Monday-Thursday, 8 hours Friday, with every other Friday as a non-working day) unless temporarily modified by the General Manager.

Submission Requirements: Proposals must include relevant experience forms, federal certifications, conflict of interest disclosures, technical questionnaires, and pricing proposals. Selected firms may be required to maintain specific insurance coverage and comply with federal contract provisions, HUD requirements, and California prevailing wage standards.
