San Diego Community Power (SDCP) is seeking qualified firms to provide Enterprise Resource Planning (ERP) implementation and as-needed professional services. The primary objective is to establish a robust and comprehensive budgeting system that supports the development and management of the agency's operating budget, capital budget, and project/program-specific budgets, along with foundational cash flow reporting capabilities. The services include planning and discovery, configuration and development, testing and quality assurance, deployment and training, and product management and ongoing support. The ERP aims to provide SDCP with a foundational budgeting tool and cash flow reporting that optimizes system utilization, improves analytical capabilities, reduces manual processes, and enhances financial control and transparency across the agency. The implementation will focus on: (1) implementing a modern, scalable ERP Financial Planning system that supports operating, capital, and project/program budget development and grant management; (2) improving financial transparency, reporting accuracy, and decision-making through integrated dashboards, forecasting tools, and variance analysis; (3) reducing manual processes and increasing efficiency through workflow automation and role-based access controls; (4) establishing foundational data integrations with existing systems to support real-time budget visibility; (5) ensuring compliance with public sector audit and reporting requirements; (6) providing training and knowledge transfer to enable SDCP staff to independently manage and maintain the system; and (7) laying the groundwork for future ERP phases, including core financials, procurement, and Human Resources modules. The project budget is between $250,000 to $1,000,000, with services continuing through November 2028.
